History of failures of federalism

Justice Paul Rouleau's report on his inquiry into the Emergencies Act of last year "a failure of federalism."  He specifically noted the refusal of the Ontario government to participate in planning police activities during the Convoy occupation, and Premier Doug Ford's refusal to accept a subpoena to testify at Rouleau's inquiry.

Should we say the same about the ongoing crisis in healthcare?  It seems that whenever federal and provincial jurisdictions overlap, provincial governments increasingly feel free simply to abdicate their responsibilities, confident that the media will demand "action" from the prime minister alone.  Even when the matter is primarily a provincial jurisdiction, as in policing and health care.
