It's a sweep. In all of them, public education spending climbs steadily in the oil and gas booms, drops sharply in the energy bust part of the cycle. HESA, an education strategy blog, notes that higher education expenses are "brittle" and particularly hurt by those sudden cuts. But one can think of lots of other sectors that also suffer from boom/bust economic planning. (What with the post-Covid revival of demand, Alberta is going into one of its periodic booms lately.)
