History of oil royalties

Andrew Nikiforuk has a startling story in the Tyee about a "miscalculation" in how Alberta calculates oil royalties. It has meant the province under-collected $13 billion in the last few years, so that the hike in royalties brought in by former premier Ed Stelmach actually managed to produce lower revenues for the government.
Aggregate polling currently predicts the NDP may form a majority government in tomorrow's election, which seems difficult to believe, But richly deserved. H/t Accidental Deliberations
