It covers rich countries that have significant income inequalities, and it measures which of those do the least to combat inequality through tax and other policy measures. Would be interesting to track this historically. I suspect it was developing in the Mulroney years, continued apace in the Chrétien years, and has just strengthened in the Harper time. (Open to being corrected on that!)
